In September, amendments to the Air Code come into force, which will give airlines the right to charge money for the service of transporting baggage as part of non-refundable fares. But on a ticket that can be returned, the free baggage allowance will remain 10 kilograms.

Passengers will need to carefully look at the conditions under which they conclude a contract of carriage with the airline, that is, they buy a ticket, after the amendments to the Air Code come into force.

It is possible that it will be possible to transport baggage weighing more than 10 kilograms from major carriers on a number of tickets. Especially those who are members of international aviation alliances. The airlines set the limit there. different countries by agreeing among themselves.

In addition, passengers traveling as a family have the right to combine their luggage limit. For example, a family of three will be able to take one suitcase for three, but weighing 30 kilograms.

But for a larger weight of the suitcase, you will have to pay as for oversized cargo, the Ministry of Transport specified. As for airlines that carry passengers on non-refundable tickets, you will have to pay for any baggage.

And if the passenger decides to take it after buying a baggage-free ticket, then it is worth paying for the baggage transportation service through the carrier's website. This can cost half as much as paying for it just before the flight when checking in for a flight.

Passengers who bought tickets before the entry into force of the new requirements of the Air Code (that is, before September 29, 2017), even at the end of this year, have the right to take baggage according to the old rules, because they have already entered into a contract of carriage, experts remind.

Those who buy tickets before September 29 will be able to take luggage with them on the flight according to the old rules.

New rules for transportation hand luggage Ministry of Transport has not yet approved.

According to forecasts of the ministry, the cost of tickets without luggage will be 15-20 percent cheaper than the price of a flight with a suitcase. And they will be in demand by at least a quarter of passengers who fly short distances. That is how many people flew without baggage even before the introduction of the new norm of the Air Code. Now, perhaps, there will be more such passengers.

But it must be taken into account that if a passenger decides to buy an additional service for the transportation of a suitcase, then in case of a non-flight, according to the new requirements of the Air Code, the money for baggage services must be returned to him.

And you can get money for the air ticket itself if the trip was canceled due to the illness of the passenger. And in his hands he has a sick leave or an extract from a medical institution, writes Rossiyskaya Gazeta.

The note is written on the basis of the Federal Aviation Regulations (FAR), will help to better understand the rules Russian airlines and passenger rights. The new FAPs were updated last year and determine the minimum weight of hand luggage and luggage, their dimensions, as well as what items of luggage can be carried free of charge on board Russian airlines.

The minimum weight of free checked-in baggage at the airport has been preserved and is 10 kg. The rule applies only to return flights. If you bought non-refundable air tickets, they may not include baggage.

In the event that the baggage being transported exceeds 30 kg, it is necessary to notify the airline in advance. In international rules, this limit is 32 kg.

You can sum up and merge both free and paid baggage. The main condition: passengers must travel together to the final destination of the route and the combined baggage must not exceed 30 kg. For example, a family of 2 people is flying, each ticket includes allowed baggage up to 23 kg, you can combine luggage - one piece for 30 kg and the second for 16 kg.

For business class passengers, whose ticket price includes 2 pieces of baggage of 23 kg each, the issue of unification has not been resolved and depends on the rules of the airline.

The minimum weight of hand luggage that can be carried free of charge is 5 kg. Hand luggage of this weight is allowed to be carried on all airfare. Airlines have the right to increase the weight of hand luggage at their discretion.

According to the new aviation rules, airlines can independently determine the dimensions of passengers' hand luggage. As a rule, this requirement depends on the type of aircraft, the airline calculates the baggage dimensions based on the capacity of the luggage racks in the cabin of the aircraft. Hand luggage dimensions are determined so that each passenger can fit hand luggage.

Free baggage allowance with hand luggage

There are certain things that can be carried free of charge along with hand luggage. Please note that a handbag, a men's briefcase and a backpack are mutually exclusive items, if you are flying with a backpack, you can no longer carry a briefcase and a handbag, and vice versa. The size of backpacks, briefcases and handbags may be limited by the airline. Also, the airline may impose a limit on the number of packages carried from Duty Free.

List of things that you can carry for free

  • handbag
  • men's briefcase
  • backpack
  • packages from Duty Free
  • holdall
  • outerwear
  • baby food
  • baby carriage
  • bouquet of flowers
  • medicines

They were allowed to take in hand luggage for free: crutches, canes, walkers, wheelchairs. If these items cannot fit in hand luggage due to their size, they can be checked in free of charge.

What can not be transported free of charge in excess

The list of things that cannot be carried in excess of hand luggage has been added. The listed items can be transported in the cabin if you put them in hand luggage: a briefcase, a handbag or a backpack.

Electronic devices

  • laptops
  • Cell phones
  • tablets
  • players

Photo equipment

  • cameras
  • video cameras
  • lenses
  • outbreaks

Printed products

  • books
  • magazines
  • newspapers

Other things

  • umbrellas!!!

Let us explain once again: all of the listed items cannot be carried separately from hand luggage in “hands” or “on the shoulder”. They need to be put in hand luggage, which corresponds to the dimensions (dimensions) of the airline, and there will be no problems.

Summer is the time for vacations, and so many immediately turned their attention to the most famous resorts in the world. On this moment it is the use of air transport that is considered the fastest and most reliable means of traveling around the globe.

Just think, in just a few hours you can be completely on the other side of the world, even practically not noticing the flight itself.

However, this method of transportation is subject to its own specific features, so each person, when buying a plane ticket, must strictly comply with all the rules that exist with the airline.

One of the main and rigorous is the baggage allowance.

The strictness of this rule is to ensure the safety of any person who is on board, therefore it prevails over everyone, regardless of their status and the purpose of the flight.

In this article, you will learn what universal rules are used for carrying baggage and their differences depending on different airlines.

Basic rules for carrying baggage on an airplane

At the moment, a single list of those rules that each passenger would have to obey has not been developed all over the world. However, there are various options for them, which act depending on several factors:

  1. Destination countries - each country in the world has some of its own unique features and characteristics that also affect what can be transported to it. For example, since only Islam is preached in Dubai, other imported items of a religious nature, including crosses, are not allowed to be brought into the territory of this country at all;
  2. Airline rules - each company has its own baggage rules, namely the allowed weight. Very often it depends on the cost of the ticket and the chosen class, as well as the aircraft itself. Usually this weight should not exceed 30 kg per person;

To avoid any problems during the direct check-in of baggage, it is best to carefully read the existing rules. This is especially true in cases where there is non-standard luggage, such as a pet.

Very carefully read the list of items not allowed for transportation, such as piercing and cutting.

The latest changes in the rules for the carriage of baggage in Russia

The threat of terrorism is becoming more and more terrible every year, so very often there is a tightening of various baggage allowances. Consider the new rules for carrying luggage on an airplane in Russia.

At the moment, since 2016, it has become possible to carry only 1 bag as hand luggage.

If before that their number was not considered, now this has become much stricter. However, now the weight of such a bag can reach 10 kg, although this is not formalized in writing.

However, the baggage allowance, which is checked into the cargo hold, is still not regulated by law, so each company sets its own limits. This has allowed the creation of so-called "baggage-free" fares, which help to reduce the cost of a ticket for business people who travel without bulky bags.

At the moment in Russia, the largest weight of a bag taken on board is 50 kg, but you will have to pay a hefty extra to travel with so many things.

However, the pleasant moment was that many airlines have now begun to transport the necessary sports equipment completely free of charge, especially for those who travel to ski resorts.

General baggage allowance on board an aircraft

At the moment, all things that the traveler wants to take with him are conditionally divided into 3 parts:

  • personal items;
  • baggage;
  • hand luggage.

Any personal items according to the law must be carried free of charge. That is why it is better to keep all documents with you, because sometimes luggage is lost.

However, for all of these types of baggage, there are some general rules that each airline uses, regardless of the country of flight.

  1. Make sure your bags are intact. There should not be any cuts on the baggage carried, because otherwise things may be damaged during the flight and destroy other baggage;
  2. Be sure to wrap your bag in cling film. This service can also be used at the airport, but you will have to pay an additional fee for this. However, this will help you keep your bag intact;
  3. Be sure to weigh your bag before the flight and check whether its dimensions and weight are suitable for the rules of the selected company, so as not to pay extra for excess weight;
  4. Carefully read the list of prohibited items so as not to inadvertently try to smuggle them.

Prohibited or Restricted Items to Carry in the Cabin

Very often there are many problems with various items carried, which, according to the rules of the airline, should not be in baggage. This is especially true for women who can put their cosmetics and manicure accessories in hand luggage. All this can be confiscated with great ease.

At the moment, it is strictly forbidden to carry on airplanes:

Of course, the above is not the entire list of items prohibited for transportation, so it is better to discuss all non-standard items with the company in advance.

It also does not discuss items that are not only not prohibited for transportation, but in general are completely illegal, that is, drugs, explosives. A passenger with such cargo is immediately removed from the flight and transferred to law enforcement agencies for further investigation.

Also, airlines strictly restrict the transportation of certain things, advising them to take them as hand luggage.

Total weight of luggage, rules for the carriage of hand luggage on an airplane

So, at the moment, any passenger can carry some luggage with him for free.

As hand luggage, one bag is now counted, whose weight should not exceed 10 kg. Of course, a handbag or a small men's briefcase does not count as this - these are personal items. In business class, some airlines allow 2 bags with a total weight of 15 kg as an incentive to buy more expensive tickets.

Such hand luggage should not exceed 115 cm by the sum of all its sides, however, there is also a certain standard - this is 55 * 20 * 40. This happened due to the fact that at the moment I am releasing bags of completely non-standard sizes.

It is believed that a fairly large musical instrument can also be brought as hand luggage, but you will need to purchase a separate ticket for it.

Of course, we should not forget about the animals. If you are carrying a small enough pet, then you can carry it in the cabin, of course, in a special carrier.

The list of hand luggage also includes:

  • laptop and recording equipment;
  • press;
  • products of the customs shop, including alcohol, packed in a bag;
  • chairs and strollers for children under 2 years old;
  • baby food.

As regular luggage, 1 bag can be checked in free of charge per person. However, you should carefully monitor its weight, if it exceeds the limits, then you will have to divide all things by 2 with a surcharge.

The weight of luggage depends on the class indicated on the ticket. Many airlines set the maximum for economy class at 20 kg, business allows you to carry an additional 12.

However, the standard size of the bag must not exceed 158 cm on all sides.

Hand luggage for children

As a standard, children under two years of age are not entitled to a separate place. However, for such a child, it is permissible to carry additional hand luggage on the plane.

Of course, it should be much smaller than the standard one.

However, they will need to be stored folded on the plane, and they should not interfere with any other passenger at all.

Existing features of carrying liquids in hand luggage and baggage

At the moment, there is a complete list of liquid substances that are acceptable for transportation in hand luggage:

  • drinks, water, syrup, soup;
  • lotion, shower gels, shampoo;
  • perfumes and colognes;
  • deodorants and aerosols;
  • toothpaste and cosmetics;
  • shaving foam;
  • other liquid substances.

Each of these jars should not exceed 100 ml, the only exceptions are medicines and baby food, however, their total volume should not exceed 1 liter.

Also, they must be packed in transparent packaging so that the security officer can definitely inspect everything. Anything in excess of this amount will be confiscated.

Baby food and medicines may not be packed in bags, but the need to have such things with you must be documented.

Goods purchased in a duty-free shop are also considered an exception, but they must be packed and not opened until the very end of the flight.

These rules are considered fairly universal for everyone, however, there may be some restrictions, depending on internal rules or the country of arrival. For example, in the United States it is completely forbidden to carry any alcohol with you.

However, all other liquids that do not meet these strict requirements are perfectly acceptable to carry in baggage, they just need to be placed in it in advance.

Transportation of medicines by plane

A first aid kit is one of the most necessary things on any trip, and this applies not only to those who have chronic diseases. It is better not to stay abroad without emergency funds that will help cure the problem.

However, many countries do not allow the transportation to their territory even of those funds that are sold on the territory of the Russian Federation without any prescriptions. Therefore, sleeping pills, antibiotics, painkillers, motion sickness pills can fall under the risk zone.

First of all, it depends on what they contain. a large number of quite potent substances. That is why it is better to know in advance which medicines you can carry with you.

At the moment, it is allowed to carry as much money on the plane as you need for your own needs. They must be in their original packaging with a normal expiration date.

Restrictions also apply to liquid preparations, especially insulin, which cannot be carried in luggage due to temperature. It requires a special diabetic passport.

So, in order to carry medicines with you, you will need to have with you:

  1. Doctor's prescription, or conclusion thereof on the need for you to take this medicine and its dosage;
  2. Receipt for the purchased goods to confirm its origin;
  3. Recipe translation into English language- not mandatory, but desirable stroke.

Passengers who have such boarding tickets go through the red channel to fill out a customs declaration.

If a musical instrument exceeds the dimensions of "large hand luggage" 55 * 40 * 25, then it will not work in the cabin.
The only possible option for transporting a musical instrument in the aircraft cabin with dimensions exceeding 55*40*25 is the transportation of a musical instrument in the aircraft cabin on a separate passenger seat. Such transportation is issued at the air ticket offices. At the same time, 2 tickets are issued, one for a passenger + a ticket for an additional seat for carrying luggage, and the cashier immediately sends a request to the airline for approval.

When boarding, Utair employees can check the dimensions and weight of hand luggage. Dimensions and weight are checked using a measuring frame - hand luggage should pass into it without effort.

If, when landing at the airport of departure, it turns out that hand luggage is more than the allowed limit, but does not exceed 10 kg and dimensions of 55x40x25 cm, you can pay 4000 ₽ (65 € for foreign flights) and take it with you to the cabin.

The airline may refuse to carry a passenger's items in excess of the allowance if there is not enough time to process payment before the end of boarding. As a rule, the payment procedure takes up to 5 minutes.

Baggage

Baggage is placed in the luggage compartment of the aircraft. Passengers with "Optimum" and "Premium" fares are entitled to 1 piece of baggage - weighing up to 20 kg and up to 203 cm in the sum of 3 measurements. If you are flying with Utair and another airline with a transfer, then the baggage and carry-on baggage allowances may vary.

Read about the rules of another airline on their website and make sure that your luggage and hand luggage comply with them.

Excess baggage and oversized baggage

For a fee, you can purchase the opportunity to carry hand luggage or baggage in excess of the allowance included in the fare. Extra baggage for Utair Status members

Holders of cards of elite levels of the Utair Status loyalty program have privileges in carrying baggage.

The changes to the Federal Aviation Regulations* were initiated by the Department of Transportation. The Office considered it necessary to change the rules regarding the regulation of the air transportation of passengers carried out under a contract of carriage that does not provide for a free baggage allowance.
The project document of the Ministry of Transport is posted on the federal portal of draft regulatory legal acts.
* "General Rules for the Air Transportation of Passengers, Baggage, Cargo and Requirements for Servicing Passengers, Consignors, Consignees", approved by Order of the Ministry of Transport of the Russian Federation of June 28, 2007 No. 82.

What innovations await passengers?

According to the amendments to the Rules, the costs associated with the carriage of baggage, in the absence of it, will be excluded from the air transportation tariff.

If the draft law is signed by the President of the Russian Federation, airlines will be able to form a wider range of tariffs for the transportation of passengers by offering various conditions for transportation. The signing of the bill is beneficial for low-cost low-cost airlines.

Airlines will decide for themselves whether they are ready to provide passengers with a free baggage allowance service.

It is expected that free baggage allowance will be prohibited for those passengers who have purchased non-refundable tickets. Many people who travel light, with hand luggage only, will benefit from this offer.

Important! If free luggage is not provided, but it so happened that you came to the plane with luggage, you will have to pay extra. The carrier has the right terminate the contract unilaterally and refuse to carry a passenger if he refuses to pay for baggage.

For reference:

The savings of airlines will be associated with a partial waiver of the costs of ensuring the processes of check-in, processing, loading and unloading passengers' luggage.
Currently, airports set a tariff for passenger service, which includes, among other things, baggage handling.
Average fare for passenger service at airports Russian Federation on domestic air lines is 221 rubles. On average, up to 20% of the quoted fare is due to baggage handling.

If, according to the conditions of the ticket, the passenger is entitled to free baggage, the airline itself sets the norms for how many pieces of baggage and what total weight the passenger can carry for free.

But at the same time, the new rules limit the initiative of airlines.
If free baggage is allowed, then it cannot be less than 10 kg and (or) less than two pieces of baggage per passenger.

For example, the airlines adopted these standards. Please note that if your luggage is more than 10 kg, then you will have to pay extra for the excess. If you have three suitcases, even if the total weight is less than 10 kg, then you will have to pay extra for one of the three.
